少目之网，不可得渔；三章之法，不可为治。
选自汉·桓宽《盐铁论·诏圣》。目，网眼。不可，不能。法律制度太粗疏难以治国，就像网眼太少的渔网往往网不到鱼一样。这句话以比喻之法说明立法要周全、精细，不能失之粗疏，否则不易于执法者依法操作。而不能操作，执法者就有了太大的自由度，这就等于没有法律了。
