出自汉·桓宽《盐铁论·未通》。修筑城墙的人，首先要加厚城墙的地基，然后再把城墙垒高；善于养民的人，首先要巩固人民的产业，然后才能使他们走向富裕。要使人民实现富裕，首先要使人民有稳定的工作。国家应该合理地配置土地资源，使农民有地可耕；还应该整治社会治安，稳定市场秩序，沟通贸易渠道，使商人有买卖可做。只有做好了这些基本工作，人民才能逐渐走向富裕。
