集权国家实际上是个神权国家，其统治集团为了保有自己的地位，必须装扮成是一贯正确的。由于任何人都不可能是一贯正确，所以有必要重新安排过去的事件，以显得这个或者那个错误根本就没有犯过，或者，这个或那个虚拟的胜利确实发生过。每一次重大的政策调整，都需要对原则进行相应的改变，并且披露重要的历史数据。这种事情到处都在发生，但是，在那些只允许一种观点存在的社会，这更容易导致彻头彻尾的伪造。实际上，集权统治本身就要求不断改变过去，而且，从长远来看，可能也要求对客观的真实的不信任。
