人君为舟车若此，故左右象之，是以其民饥寒并至，故为奸邪。奸邪多而刑罚深，刑罚深则国乱。君实欲天下治而恶其乱，当为舟车不可不节。
君子这样来造船车，所以属下都效法他，因此他的人民就会饥寒交迫，不得不做奸邪的事。奸邪的事情一多，刑罚就重，刑罚一重，国家就混乱。国君若真的希望天下太平而不希望天下大乱的话，如果要做船车，就不能不节俭。
