国家一定要有直言进谏的臣子，上级必须有敢于提出反对意见的下级，议论国政的人不停止，各种不同政见的人相互辩论，才可以长久保存国家，使国家兴盛强大。也就是说言论自由是民众的基本权利，每个人都可以提出不同的政见，民众有平等参与政治的权利。
